China aims to build a national blockchain network by 2030

The Central Committee on Cyberspace Affairs has announced the 15th Five-Year Plan for National Informatization, setting a target of significantly improving the nationwide blockchain network by 2030.

Bilateral objectives of CBDC and Blockchain

Instinctively, cryptocurrency journalists often interpret this as China making a comeback in the field. But that's not the case, and the confusion stems from the fact that the word "blockchain" has two almost completely unrelated meanings.

What China is building is a distributed, accessible ledger infrastructure, operated by identifiable parties under state oversight, used to record and transfer data between known entities authorized to transact with each other. It's a database architecture with guarantees of cryptographic integrity and a clear operator. Bitcoin and Ethereum, on the other hand, are mechanisms for creating consensus between unknown parties that cannot be coerced, which consumes enormous resources, especially since there is no authority to appeal to.

China wants the first and has spent five years preventing the second. This plan is entirely consistent in its own terms. A network with access to state-supervised nodes is a tool for managing the economy, and payments without access to anonymous participants are a mechanism for escaping management, which is precisely why one is a national priority and the other is banned.

The real plan is because...

The most revealing factor is the emphasis on data circulation and trading. China has spent years building a system that treats data as a factor of production equivalent to land and capital, including establishing data exchanges in several cities, and the main obstacle is that data is highly scalable and therefore difficult to sell. One party receiving a dataset can resell it, meaning no market can operate at stable prices without records of who holds what and who can use it.

A licensed ledger with a strong digital identifier solves the record-keeping problem for a country that can force participation. It's a serious and perhaps the primary use case, and it's of far greater importance to China's industrial policy than anything in the payments sector. The regional allocation fits this model, with the Yangtze River Delta assigned to commerce and finance, and the Chengdu-Chongqing corridor assigned to manufacturing and agriculture, meaning the origin of supply chain and commercial documentation is more than financial in the Western sense.

Why does this still matter outside of China?

A country that directs construction within five years with a clear emphasis on technical standards will create specifications that its trading partners will encounter, and interoperability requirements tend to become de facto regional standards regardless of anyone's preferences. The Belt and Road trade document running on China's ledger infrastructure is a viable mechanism.

Blockchain, alongside semiconductors and 6G, is on the list of industry priorities, meaning sustainable funding for cryptographic engineering, and research results that do not differentiate between accessible and non-accessible assets. Non-disclosure systems, consensus optimization, and security techniques developed for state infrastructure can be published and transferred.

The United States has spent this year building a legal framework for non-accessible assets through the GENIUS Act, the SEC-proposed Crypto Asset Regulation, and the Innovation Exemption, with all the friction arising from regulating something nobody controls. China is building infrastructure it controls and banning the rest. Both are consistent strategies, and the gap between them is the real story in this announcement, not any implied concessions.
