Avalanche announced that the United Arab Emirates is using its blockchain technology to power its national digital identity infrastructure, specifically UAE PASS.

What has been confirmed?
The distinction between these two types is more important here than with most other cooperation notices because the partner is a sovereign government and the affirmed deployment lies beneath the infrastructure that citizens use for legally meaningful actions.
It has been confirmed that UAE PASS, serving over 12.5 million users, connects to over 15,000 services, including a Digital Archive for storing and sharing verified official documents, and TDRA describes that archive as blockchain-backed. Avalanche has a regulated legal presence in the jurisdiction through a distributed ledger technology (DLT) organization established in the Abu Dhabi Global Market in December 2025 under the ADGM DLT organization regime, established to run Middle East and North Africa programs, enterprise systems, and government engagement.
It is stated, but not independently verified, that Avalanche is the blockchain powering the Digital Repository, that the deployment is underway rather than under development, which components of the repository connect to the chain, who operates the validators on the dedicated L1, and what the legal framework governing the agreement is. This gap is significant. A compliance officer relying on the UAE PASS document for identity verification needs to know which chain the repository writes data to and who controls its consensus mechanism before considering the blockchain layer as a meaningful guarantee.
The complexities between Hyperledger Fabric and Quorum
A February 2026 Binance Research report on the UAE blockchain ecosystem linked UAE PASS's identity layer to Hyperledger Fabric and the Digital Archive and Trusted Records layer to Quorum, two enterprise blockchain platforms with limited access.
Avalanche's announcement doesn't specify whether its network will replace those components, operate in parallel with them, or simply act as an anchor layer recording document hashes for verification while the underlying document infrastructure continues to run on existing platforms with limited access.
These three capabilities carry significantly different weights. Replacing Hyperledger Fabric and Quorum as the foundation for a national identity system would be one of the largest government blockchain migrations ever undertaken. Working in parallel with them means Avalanche handles several functions within a multi-chain architecture. Hash anchoring means that documents, identity records, and verification logic all persist across systems with limited access, with Avalanche providing a public timestamp proving that a document existed in a particular state at a particular time.
The anchor model is the most common in government blockchain deployments because it captures the benefits of tamper-proofing without requiring personal data to be exposed to a public network or the government to rely on external validators to ensure availability. It is also the least architecturally critical of the three models, which is why ambiguity is important.
The true function of a Digital Archive.
UAE PASS functions as a single sign-on system for federal and local services across the United Arab Emirates. Citizens use it to authenticate with government portals, sign agreements with legally recognized digital signatures, and store documents including licenses and certificates in the Digital Archive.
The function of blockchain is described as verification rather than storage: confirming that official documents are accurate and unaltered when they are shared or accessed. This approach aligns with hash anchoring, where the document itself remains stored in the conventional way while a cryptographic fingerprint is recorded on the chain, allowing any recipient to verify that the document matches the original released document.
The practical benefit is minimizing manual verification. When an employer, bank, or government agency receives a document from a current UAE PASS user, verifying its authenticity might require contacting the issuing authority. A hash anchored on the blockchain allows the recipient to independently verify it, which provides real operational value regardless of which chain provides the anchor point.
Avalanche deployment model in government
The UAE announcement aligns with the model Avalanche has been building throughout 2026. Kenya's National Examinations Board uploaded over 30 million academic records to the Avalanche C-Chain in August, targeting the entire historical examination catalog of 29,000 educational institutions. India's Dantewada District digitized over 700,000 land ownership records via LegitDoc on Avalanche. Additional deployments have included vehicle registrations and real estate documents in the United States.
That achievement makes the UAE's claim more credible than a network without prior comparable deployments, and it also clarifies what type of deployment this is likely to be. Projects in Kenya and India are record-anchored deployments, where authoritative records remain within the government system and the supply chain provides verification. If UAE PASS follows the same model, the announcement describes a meaningful but more limited integration rather than a complete replacement of the national identity infrastructure.
Assessment and Conclusion
To obtain official documentation of deployment, the TDRA, the UAE Prime Minister's Office, or another federal agency needs to declare that Avalanche is operating on a Digital Data Warehouse, identify the components of the data warehouse using it, describe how personal data is stored off-chain, specify the legal framework, and name the L1 identifier and authenticator.
To date, no information has been released. Until then, the most accurate description is that Avalanche has claimed a role in UAE PASS, which the UAE government has not yet confirmed, in a project that many sources say is not yet operational, with an undefined technical scope and an undefined relationship to the existing Hyperledger Fabric and Quorum infrastructure. Nevertheless, this is a significant development for Avalanche's government operations. However, this is not a confirmed national identity deployment, as the 12.5 million user figure has been mentioned without clear explanation.
